Returns the number from an HTML cell after cleaning and finding sign.
We faced some challenges reading an HTML cell that has a number, so I created this function. Used to be called GetNONixNumber()
This is similar to CutString96_NumberX but it has better cleaning process and assumes string has no other text except the number.
